Foreign citizens (foreigners, non-residents) and stateless persons have the right to carry out personal and commercial activities in Ukraine. However, to avoid possible violations, before starting such activities, it is necessary to carefully study the current legislation of Ukraine and obtain relevant permits and documents.

Obtaining the registration number of the taxpayer's registration card (RNTRC, identification number, tax number)

A foreigner must obtain the registration number of the taxpayer’s registration card (RNTRC, identification number, tax number) if he intends to do such things in Ukraine:
- open a bank account
- to issue an inheritance
- buy real estate or securities
- register as an individual entrepreneur
- buy a car or other means of transport
- act as a founder or member of a legal entity (LLC, private enterprise)
- get an education
- get a job, etc
Required documents and information:
- a copy of the foreigner’s passport document with personal data together with a notarized translation into Ukrainian;
- tax number in the country of citizenship (if available);
- full address of the foreigner’s place of residence and birth;
- power of attorney (in case of impossibility of submitting documents personally by a foreigner).
The production period is up to 5 working days.

Obtaining a work permit

Employers have the right to use the labor of foreigners and stateless persons on the territory of Ukraine on the basis of a permit issued by territorial employment centers.
The labor of foreigners and stateless persons may be used in different positions at one or more (two or more) employers, subject to obtaining a permit to use the labor of foreigners and stateless persons in each position.
To obtain a permit, the employer submits the following documents:
- application in the established form;
- copies of pages of a foreigner’s or stateless person’s passport document with personal data, together with a translation into Ukrainian, certified in accordance with the established procedure;
- a 3.5 x 4.5 centimeter color photo card of a foreigner or stateless person;
- a copy of the draft employment contract or gig contract with a foreigner or stateless person, certified by the employer;
- additional documents, depending on the category of the foreigner.
Obtaining a work permit can become a legal basis for obtaining a temporary residence permit in Ukraine.
The permit is valid for no more than 3 years. This term can be extended.
The period for obtaining a permit is 7 working days, which is calculated after the employer submits all the necessary documents.
The employer is obliged to conclude an employment contract with a foreigner or stateless person no later than 90 calendar days from the date of issuance of the permit and within ten days after concluding the employment contract (contract) submit a copy of it to the relevant employment center.
Not only a Ukrainian enterprise (limited liability company, private enterprise), but also an individual entrepreneur who uses hired labor can obtain a permit for his employee.
Obtaining a temporary residence permit

A temporary residence permit is a document certifying the identity of a foreigner or stateless person and confirming the legal grounds for temporary residence in Ukraine.
Temporary residence permit:
- produced in the form of a card containing a contactless electronic medium
- is issued to foreigners or stateless persons who are temporarily staying on the territory of Ukraine on legal grounds
- is issued for a period of one year, except for certain cases stipulated by the current legislation
- issued within 15 working days from the date of acceptance of documents from a foreigner or stateless person
Foreigners or stateless persons who have reached the age of 16 or who have not reached the age of 16, but have independently arrived in Ukraine for the purpose of education, submit applications-questionnaires in person.
For foreigners or stateless persons who have not reached the age of 16 or are recognized as having limited legal capacity or incapacity, applications-questionnaires are submitted by persons, to which they arrived for the purpose of family reunification.
To issue a temporary residence permit, a foreigner or stateless person submits:
passport document of a foreigner or a document certifying a stateless person with a type D visa
a document certifying the identity of the legal representative and a document confirming the authority of the person as a legal representative (in the case of submission of documents by a legal representative)
translation into Ukrainian of a foreigner's passport document or a document certifying a stateless person, with personal data, certified in accordance with the procedure established by law
valid medical insurance policy for the entire period of validity of the permit
a document confirming the payment of the administrative fee or a document on exemption from its payment
In addition to the specified list, a foreigner or a stateless person also submits other documents related to the specific reason for obtaining a temporary residence permit, in particular:
1. In order to issue a temporary residence permit, a foreigner or a stateless person who, in accordance with the law, arrived in Ukraine for employment, submits:
- permission to use the labor of foreigners and stateless persons;
- the employer’s obligation to notify the state migration service and the state employment service of early termination or termination of the employment contract (contract) with such a foreigner or such a stateless person.
2. To issue a temporary residence permit, a foreigner or a stateless person who arrived in Ukraine for the purpose of family reunification with persons who are citizens of Ukraine, or who, during their legal stay on the territory of Ukraine, married Ukrainian citizens, submit:
- a document confirming the fact of being married to a citizen of Ukraine;
- passport of a citizen of Ukraine with whom a foreigner is married, submitted personally by a citizen of Ukraine.
3. Foreigners or stateless persons who have arrived in Ukraine for the purpose of study submit:
- a document confirming the fact of studying in Ukraine (certified copies of the order of the educational institution on enrollment and on establishing periods of study for foreign students, certified in the prescribed manner);
- the obligation of the educational institution to notify the state migration service about the expulsion of a foreigner or a stateless person from such an institution.
Each reason for obtaining a temporary residence permit has its own characteristics and its own list of documents that must be prepared and submitted to the migration service.
